Relationship To Strategic Plan:
Goal 4: Desirable Place to Live, Work, and Recreate

Executive Summary:
Fayetteville-Cumberland Parks & Recreation has identified the need to purchase the property located at 920 and 922 Washington Drive for needed parking to be utilized by the Senior Center East. The Parks and Recreation General Obligation Bond will be utilized to cover the total costs of $18,805.64 for the purchase.

On August 25, 2025, staff presented to the City Council a briefing on the due diligence activities required prior to acquiring the two lots. These activities have now been completed and include:

* In house appraisal confirming market value;
* Environmental site assessment, with no concerns raised for the proposed use of the lot; and
* Title search, confirming clear ownership.

All findings support the City's interest in proceeding with property acquisition.

The parcels are owned by George Simmons and the combined purchase price for the two lots is $18,750.00.

To proceed with the acquisition, the City Council is asked to adopt the attached Resolution authorizing the City Manager to execute all necessary documents to finalize the purchase of the property.
