Executive Summary:
City Council is asked to accept the NCDOT Division of Aviation Airport Improvement Program grant 36244.27.21.1 (AIP 21.1) in the amount of $2,069,806 and authorize the City Manager to execute the Agreement and appropriate Capital Project Ordinance 2027-4.
Background:
There is established an NCDOT Airport Improvement Program (NCAIP) that serves to fund improvements at eligible airports and pay debt services or related financing costs and expenses on revenue bonds or notes issued by eligible airports. The North Carolina Department of Transportation allocated funds appropriated to this program to eligible airports based on the finding in their biennial economic impact study.

Options:
Accept NCAIP 21.1, adopt CPO 2027-4, and authorize City Manager to execute the agreement.
Do not accept NCAIP 21.1 do not adopt CPO 2027-4, nor accept the grant agreement, and provide staff with further direction.
