Executive Summary:
The City has been awarded additional funding in the amount of $910,000 from the North Carolina Department of Environmental Quality (NCDEQ) as part of the Flood Resiliency Blueprint initiative for the Ivy & Lyon Road Drainage Improvements Project. This is in addition to the previously received and appropriated Emergency Management Disaster Relief and Mitigation Grant in the amount of $3,500,000. Staff is seeking Council authorization to adoption Capital Project Ordinance Amendment (CPOA) 2025-45 to appropriate the additional $910,000 in funding for a total grant funding amount of $4,410,000.
Background:
The City of Fayetteville's Stormwater Division has previously received a North Carolina Department of Public Safety (NCDPS) Disaster Relief and Mitigation Grant for the Ivy and Lyon Road Drainage Improvement Project. On June 10, 2024, the Council authorized the City Manager to execute a Memorandum of Agreement with the North Carolina Department of Public Safety Emergency Management (NCEM) and adoption of Capital Project Ordinance 2024-13 to appropriate funding in the amount of $3,500,000.
On September 4, 2024, at the request of NCEM, staff provided a project update for consideration of additional gap funding that may be available through NCDEQ's Flood Resiliency Blueprint.
