Executive Summary:
The City has been awarded a grant from the Department of Justice (DOJ) Office on Violence Against Women (OVW) through the OVW Fiscal Year 2024 Local Law Enforcement Grant for Enforcement of Cybercrimes Program. Council is asked to adopt Special Revenue Fund Project Ordinance (SRO) 2025-9 to appropriate $500,000 of grant proceeds for the Law Enforcement of Cybercrimes project.

Background:
The Fayetteville Police Department will utilize the FY24 Law Enforcement Grants for Enforcement of Cybercrimes award to provide training for law enforcement personnel, provide educational outreach to the public, and purchase equipment for the investigation and forensic analysis of evidence in matters involving cybercrimes against individuals. In partnership with the Rape Crisis Volunteers of Cumberland County, who will also serve as the victim service provider, the City of Fayetteville will: 1) provide training to law enforcement personnel on cybercrimes against individuals; 2) conduct educational outreach to the public with an emphasis on reaching underserved populations such as the LGBTQ community to raise awareness of cybercrimes and streamline the reporting process; 3) purchase equipment to conduct forensic analysis of digital evidence in...
