Executive Summary:

City Council is asked to receive a presentation from Ben MacKrell of Pallet, a company that sells transitional shelter villages for people experiencing homelessness.

 

Background: 

On Thursday, April 3, 2025 the Homelessness and Mental Health Committee received a presentation presented by Ben MacKrell of Pallet Shelter. The Committee voted to move the information presented to full Council for consideration.

 

City Council received a report on April 28, 2025, indicating the work the Homeless and Mental Health Committee has accomplished in fiscal year 2025, along with recommended items for Council’s consideration. The Council voted to receive a presentation from Mr. MacKrell about the temporary pallet shelters offered by his company.

 

 

Issues/Analysis: 

This project will be evaluated by Development Services staff to ensure compliance with North Carolina State Statutes and the City’s Unified Development Ordinance, if moved forward. Once issues are identified, staff will present such to Council during a future work session. 

 

 

Budget Impact: 

Budget impact will be evaluated by staff if moved forward.

Recommended Action: 

This presentation is provided at the request of the Homelessness and Mental Health Council Committee.
