Executive Summary:
Council is asked to hold a public hearing and receive comments on the proposed Substantial Amendments to the U.S. Department of Housing and Urban Development (HUD) 2021-2022 and 2025-2026 Annual Action Plans (AAP). Council adopted the 2021-2022 and 2025-2026 Annual Action Plans on May 14, 2021 and April 28, 2025, respectively. The public hearing and proposed Substantial Amendments are requested due to the identification of additional funds for both program years.

HUD recently notified the City of an additional allocation of $5,098 for the 2021-2022 program year, and City staff identified $280,000 of program income for the 2025-2026 program year.

Background:
Annual Action Plans are required to be submitted to HUD for each program year, detailing how federal grant funds will be used to address local housing and community development priorities.
