Objective 4.3: To improve mobility and connectivity through sidewalk, trail, and bike lane investments

Executive Summary:
The City previously received funding awarded from the Fayetteville Area Metropolitan Planning Organization (FAMPO) Surface Transportation Block Grant (STBG). Capital Project Ordinance Amendment (CPOA) 2024-1 corrects the funding amount associated with NCDOT to accurately show the funding amount that will be reimbursed.

Background:
The City received funding awarded from the Fayetteville Area Metropolitan Planning Organization (FAMPO) Surface Transportation Block Grant (STBG) for the installation of sidewalk along Skibo Road, Bragg Blvd, Bonanza Drive, Country Club Drive, Morganton Road, Santa Fe Drive, Stacey Weaver Drive, Bunce Road, Bingham Drive, and Cliffdale Road.

The City is required to administer these projects through NCDOT's Locally Administered Process. Upon successful completion of the construction, NCDOT will reimburse the City 80% of the cost. The City is required to maintain the sidewalks upon completion of the projects.

The project funds total $6,955,606.00, with 80% ($5,564,484.00) of the funds being reimbursed by NCDOT. The City is required to fund the 20% match, totaling $1,391,122.00.

CPOA 2025-32, adopted November 24, 2024, appropriated $6,867,255.00 in funds identified as NC Department of Transportation. CPOA 2026-43 corrects this amount to accurately reflect the funding anticipated to be reimbursed by NCDOT (...
