Executive Summary:
Capital Project Ordinance 2019-17 will appropriate $100,000 for pavement crack sealing on runway 4/22 and the general aviation ramps at the Fayetteville Regional Airport.
Background:
In 2013, the North Carolina Department of Transportation, Division of Aviation (NCDOT-DOA) commissioned a Pavement Condition Index (PCI) study at the Fayetteville Regional Airport and found sections of general aviation aprons and runway 4/22 in need of repair. Their finding was affirmed in June 2018 by the FAA Airport Certification Inspector. The FAA Inspector highly recommended crack sealing of runway 4/22 to prevent the development of foreign object debris. Accordingly, the Airport included $100,000 in its fiscal year 2019 annual operating budget to fund pavement crack sealing for the runway and general aviation ramps.
The results of the study showed that runway 4/22 had PCI scores of 70-86 with predictive scores of 64-80 in 2019. General aviation/cargo ramps had PCI scores of 40-100 with predictive scores of 32-93 in 2019. NCDOT-DOA used a PCI scale of 0 to 100; with 100 representing a pavement area with no distress and in good condition.
