Relationship To Strategic Plan:
Goal 3:

Executive Summary:
City staff recommends using a prequalification process for prospective contractors for the upcoming Fayetteville Fire Station 4 construction project located at 4210 Bragg Boulevard. Staff is recommending that Council approve the attached prequalification policy for use on this project.

Background:
The Fayetteville Fire Station 4 construction project CMAR was selected on September 28, 2026. A contractor prequalification process is recommended to identify contractors with the qualifications, experience, and bonding capacity necessary to complete the construction projection. This process will also allow the City Prequalification to share and advertise the list of prequalified contractors with small and local businesses interested in pursuing subcontracting opportunities, thereby promoting greater participation in the project.

North Carolina General Statute 143-135.8 allows prequalification for any construction and repair work project and requires the governing body to adopt the Prequalification Policy, as well as the assessment tool and criteria to be used.

If approved, the policy will be placed in the City’s standard format; the form will be available on the City’s webpage.

In addition to City staff, Corey Shearer from Samet will be present to address any questions or concerns from Council.
