Executive Summary:
City Council is asked to approve the award of and authorize the City Manager to execute a contract with the lowest responsive, responsible bidder, K&C Contractors, Inc. to convert the current six (6) public tennis courts into three (3) tennis courts and ten (10) pickleball courts.
Background:
On August 4, 2025, City Council provided consensus direction to staff to approve resurfacing of the Tokay Park tennis courts making half pickleball courts and the other half tennis courts in response to increased community demand for pickleball facilities and the need to preserve quality tennis infrastructure. The approved project will convert the current six (6) public tennis courts into three (3) tennis courts and ten (10) pickleball courts.
The existing tennis courts at Tokay Park have exceeded their useful life and no longer meet the City's standards for safety, accessibility, or playability. Extensive cracking, poor drainage, and worn surfacing have significantly limited usability and created ongoing maintenance challenges.
