Executive Summary:
NCGS ?160A-299 gives authority and procedures for the City to permanently close a city street or alley. The City of Fayetteville has received a petition to permanently close a portion of the Ottis F. Jones Parkway to allow for the development of the Cumberland County Crown Event Center. The street portion to be closed will not deny access to any property owners. The Council must adopt a resolution declaring its intent to close the street and calling a public hearing on the question. Staff would like to set the public hearing for January 13, 2025, which would allow the statutory procedures to be followed. A resolution and map of the proposed closing are attached for reference.
Background:
* The City of Fayetteville has received a petition to permanently close a portion of Ottis F. Jones Parkway to allow for the development of the Cumberland County Crown Event Center.
* NCGS ?160A-299 gives authority and procedures required for the City to permanently close a city street or alley.
* This closing will not landlock any abutting property owners.
* A map of the proposed closing is attached for reference.
Issues/Analysis:
* No access will be denied to anyone as a result of the proposed closing.
* Closing the street will allow the surrounding property to be developed into the Cumberland County Crown Event Center.
Budget Impact:
There is no significant impact to the budget as a result of the proposed closing.
