The Sole Source Recommendation is to purchase spare parts for existing on-load tap changers (OLTC) from Reinhausen Manufacturing, Inc., in the amount of $178,069.04.
Background:
The Fayetteville Public Works Commission, during the meeting on January 14, 2026, approved the sole source request to purchase spare parts for existing on-load tap changers (OLTC) from Reinhausen Manufacturing, Inc, the sole provider in North Carolina, in the amount of $178,691.04, and forward to City Council for approval.
North Carolina law allows an exception from the competitive bidding requirements for "Purchases of apparatus, supplies, materials, or equipment when: (i) performance or price competition for a product are not available; (ii) a needed product is available from only one source of supply; or (iii) standardization or compatibility is the overriding consideration." NCGS ?143-129(e)(6).
Reinhausen Manufacturing Inc. has provided an email establishing that Reinhausen Manufacturing Inc. is the exclusive supplier of the required equipment in North Carolina.
