Executive Summary:
The Council is asked to approve award of, and authorize the execution of a contract for Slurry Seal Various Streets 2023. The lowest responsive, responsible bidder, Slurry Pavers, Inc. is recommended.


Background:
The Slurry Seal Various Street 2023 project primarily consists of Slurry Sealing 36 streets (approximately 7.25 miles).

The project will include various construction phases including:
1. Cleaning the entire street to remove all surface dirt particles
2. Filling all cracks with joint seal across the entire street
3. Placement of a new Slurry Seal layer over the entire street

The project was advertised for bids to be opened on February 08, 2023.

Bidders:
* Slurry Pavers, Inc. $454,071.33
* Boxley Material Company $474,721.50



Issues/Analysis:
Slurry Seal treatment is a blend of fine aggregate and asphalt emulsion that is applied as a preventive maintenance on deteriorated aged roads with overall fair-good condition, experiencing low-moderate distresses in order to provide a new black and durable wearing surface. This preventive maintenance prolongs the service life of pavement by protecting the pavement from moisture penetration and deterioration, fixing surface imperfections such as cracks, and restoring skid resistance and aesthetic appeal.

Streets included on this list to receive Slurry Seal Treatment do not warrant traditional resurfacing at this time.
