Executive Summary:
In November 2025, Public Services issued a Request for Proposals (RFP) for comprehensive management of the City’s downtown parking program. Five (5) vendors submitted proposals, which were evaluated by a multi-department committee. P2 of NC, LLC (doing business as Pivot Parking, LLC) received the highest overall evaluation and is the recommended provider.
The proposed draft contract is for two (2) full fiscal years, with an option for one (1) three-year extension. The proposed draft contract was developed by Public Services in collaboration with P2 of NC, LLC, doing business as Pivot Parking, LLC, with input and coordination from Finance, Parks and Recreation, Audit, and the City Manager’s Office. The proposed terms reflect the collective input and consensus of these departments and will be subject to final review by the City Attorney’s Office prior to execution.
The first-year draft contract amount shall not exceed $678,306.32, with funding provided through Parking Fund ‘Other Contract Services’ in the FY27 budget.
It should be noted that, during the FY27 budget discussions, the Parking Fund was reduced by $250,000. Staff and the parking vendor were directed to identify changes within the Parking Fund that would increase revenue to help support parking operations.
