Executive Summary:
The Council is asked to adopt Budget Ordinance Amendment (BOA) 2025-8 to move $2,096,000 of Office of Community Safety (OCS) funding into a newly created, program-specific account.


Background:
With the adoption of the FY25 budget, the Council appropriated $2,300,000 directly for OCS. Of this funding, $204,000 was existing funding set aside for the OCS Director position within the City Manager's Office budget. The remaining $2,096,000 was new funding, initially earmarked for OCS and budgeted in Other Appropriations.

After adopting the FY 2025 budget, a new accounting code was made specifically for the OCS program. The initial $204,000 has already been moved into this new account, and this BOA will transfer the remaining funds to the City Manager's Department.

This action operationalizes the funding for OCS, as City moves forward to build the Council's direction, including hiring staff, additional studies, and other priority activities.



Issues/Analysis:
None


Budget Impact:
There is no impact on the General Fund fund balance as this funding was previously approved and budgeted in the FY2025 Adopted Budget.


Options:
1. Adopt Budget Ordinance Amendment 2025-8 as presented to transfer OCS funds to the City Manager's Office for oversight.


2. Do not adopt Budget Ordinance Amendment 2025-8 and provide further direction to staff.
