Executive Summary:
On June 9, 2026, Council adopted Capital Project Ordinance 2026-8 appropriating $732,280 for radio core upgrades. The attached proposal requires a total of $1,001,371. Council is now requested to adopt an amendment to the ordinance to appropriate an additional $269,091 from the General Fund to cover the remaining cost.
Background:
The City of Fayetteville's radio system runs on Durham's radio core. Durham will be performing a cycle upgrade in FY26 which will affect all radios on the COF's system (police, fire, transit, public services, PWC, FSU, etc.). To keep radio service, COF will be required to perform a prime site upgrade at the same time as Durham.
The vendor will replace the existing simulcast prime site with a Virtualized Prime Site for ASTRO 25 Simulcast-the next-generation Simulcast/Voting Prime Site for ASTRO 25 trunking systems. This will replace the current GCP 8000 Site Controller and GCM 8000 Comparator setup. Both the Site Controller and Comparator applications will be virtualized on a common hardware platform, allowing for easier implementation and maintenance.
The costs include engineering, installation, optimization, project coordination, and a first-year warranty
Issues/Analysis:
If the ordinance amendment is not adopted, the City's radio service will be unable to function.
Budget Impact:
The funds will be transferred from the General Fund.
