Executive Summary:
The City has been awarded grant funding for the Criminal Justice Improvement Committee Law Enforcement Equipment Grant from the Governors Crime Commission. Council is asked to adopt Special Revenue Fund Project Ordinance 2026-9 to appropriate $47,093 for the replacement of outdated radio equipment used by the Fayetteville Police Task Force. Replacement radio units feature Advanced Encryption Standard (AES), Data Encryption Standard (DES) and multi-key encryption, enabling secure communication with federal and state agencies during high-profile operations statewide.

Background:
Fayetteville Police Department (FPD) aims to upgrade the radio communication systems used by Fayetteville Police Task Force officers who collaborate with the SBI, FBI, USMS, and other local and state agencies. These officers are deployed across North Carolina to support high-profile investigations, tactical operations, and major security events. However, current radio systems are equipped only with ADP encryption and multi-key features, which fall short of the AES and DES encryption standards required by partnering federal and regional agencies.
