Executive Summary:
The City has been awarded a Golden LEAF grant to continue design and construction of the Blounts Creek Stream Enhancement portion of the Person and Russell Street Drainage Improvement Project. The total amount of the grant is $1,000,000. Staff is seeking authorization to accept the grant award and Council adoption of Capital Project Ordinance Amendment (CPOA) 2025-20 to appropriate the funding.
Background:
The City of Fayetteville's Stormwater Division applied for and received a Golden LEAF grant to continue detailed design and construction of the Blounts Creek Stream Enhancement project. This stream enhancement is a part of the overall Person and Russell Street Drainage Improvement Project that is currently under design.
Council has previously approved an award of $200,000 in Golden Leaf funds for the conceptual design of this project on September 11, 2023.
Issues/Analysis:
The Blounts Creek area near downtown in the City of Fayetteville experiences frequent flooding. Staff identified this project as one of its key priorities in its Watershed Master Plan. Flooding along the creek has led to stream erosion and flooding of roadways. These Golden LEAF flood mitigation grant funds will be used toward detailed design and construction. The project includes floodplain management and stream enhancement for approximately 4,000 feet of Blounts Creek.
