Executive Summary:
City Council is asked to accept TSA LEO Reimbursement Program resulting in an annual amount of $146,000 for services rendered through City of Fayetteville Police Department at the airport security checkpoint.
Background:
In 2025 the program was paused due to budget cuts under Department of Homeland Security (DHS).
The TSA Law Enforcement Officer (LEO) Reimbursement Program partially refunds airport operators for the costs of providing federally mandated on-site police officers at passenger screening checkpoints. This appropriations-dependent program provides direct grants to help airports meet federal LEO requirements.
In July 2026, FAY was contacted by DHS Federal Security Director of the re-establishment of the federal program.
Total Reimbursement Hours: 5,840
Approved Hourly Rate: $25.00
Total Annual Allocation: $146,000

Acceptance of the LEO Reimbursement Program will increase revenue in the Airport Operating Fund.
Options:
Accept LEO Reimbursement Program for the Fayetteville Regional Airport.
Do not accept LEO Reimbursement Program for the Fayetteville Regional Airport and provide staff with further direction.
