Executive Summary:
City Council is asked to approve the award of and authorize the City Manager to execute a contract with the lowest responsive, responsible bidder, T.A. Loving Company d/b/a Pipeline Utilities, Inc. for Airport Lift Station #29 Replacement.

Background:
The City was awarded a $965,830 grant from The Golden Leaf Foundation on January 10, 2022. The Fayetteville-Cumberland Economic Development Corporation (FCEDC) sought funding for infrastructure upgrades to the sewer system servicing properties adjacent to the Fayetteville Regional Airport. The Economic and Community Development Department (ECD), is assisting with the administration of the funds and project delivery.

ECD entered into a contract with Moorman, Kizer & Reitzel, Inc., a professional engineering firm, to develop and design plans for the upgrade a sewer lift station. Following coordination with multiple City departments, a final design was approved and an Invitation to Bid was issued on February 19, 2026, for 30 days. The City received one (1) response on March 19, 2026, and the project was re-bid on March 23, 2026, for 7 additional days.
