Executive Summary:
The North Carolina Department of Transportation (NCDOT) has approved a grant to fund 90% of the costs to employ a transit apprentice from June 1, 2017 through May 31, 2018. Council is asked to adopt a resolution to accept the grant and to adopt Special Revenue Fund Project Ordinance 2017-9 to appropriate $33,748 in grant proceeds and a $3,750 transfer from the Transit Operating Fund for the apprentice program funding.
Background:
The Apprentice/Intern Program, administered through the N.C. Department of Transportation’s Public Transportation Division (NCDOT-PTD), gives work experience and learning opportunities to individuals who are enrolled in NC colleges and universities and have a desire to work in the field of public transportation management. The program provides exposure to all aspects of a transit system and allows apprentices to gain experience in managing public transportation operations. The program also helps to develop a pool of qualified workers for the future of the state’s public transportation industry.
The apprentice will primarily focus on route development and bus stop location analysis, but will also observe and assist other aspects of our Transit Department operations.
To accept the FY18 Transit Apprenticeship Program Grant, Council must adopt a resolution authorizing the City Manager to execute the grant agreement with NCDOT. In addition, Special Revenue Fund Project Ordinance 2017-9 is required to establish the City’s budget for the project.
Issues/Analysis:

Budget Impact:
The City’s 10% required local match totals $3,750 and will be provided by a transfer from the current fiscal year Transit Operating Fund budget.
Options:
1) Adopt the grant acceptance resolution and Special Revenue Fund Project Ordinance 2017-9.
2) Do not accept the grant acceptance resolution or Special Revenue Fund Project Ordinance 2017-9 and provide further direction to staff.
Recommended Action:
Staff recommends that Council move to adopt the resolution authorizing the City Manager to accept the State grant and to adopt Special Revenue Fund Project Ordinance 2017-9.
