Executive Summary:
Private uniformed security services are needed for City Hall and the new FAST Transit Center. Staff advertised for proposals and received two proposals. These proposals were evaluated by a team from Police, Transit and Parks and Recreation. The team has determined GCS Security Services, LLC as most qualified and provides the best value for these services base on the criteria set forth in the Request for Proposals (RFP). The contract term will be three (3) years with two (2) one year option periods.

Staff recommends contract award to GCS Security Services, Inc. in an amount not to exceed $250,000 per year. This includes a contingency for added services for special events. The City will be billed on an hourly basis.


Background:
Contracted security services are needed for City Hall and the new FAST Transit Center. In addition, Parks and Recreation has on occasion the need for on-call services for certain events. These needs were combined into a single Request for Proposals (RFP). Two proposals were received on April 18, 2017 and evaluated by representatives of Police, Transit and Parks. The evaluation criteria was:

1. Past experience 25%
2. Management Approach/QA/QC 25%
3. Selection & Training Programs 20%
4. Cost per hour 20%
5. OSHA or PPSB Violations 10%
