Executive Summary:
The City purchased a lot on Barges Lane in 2006 to facilitate a drainage project. In response to an inquiry from an adjacent property owner, staff is recommending offering the property for sale with the retention of an access easement to support ongoing maintenance of the drainage improvements.


Background:
The City of Fayetteville purchased a small parcel of land on Barges Lane in November of 2006. The property was acquired as a part of a roadway project and was needed for access and certain drainage features. Recently the adjacent property owner has asked if the City will sell the parcel. The City is still utilizing the property for street drainage and needs access to the parcel for any maintenance work that will be done in the vicinity. Staff recommends that City Council surplus the parcel with the understanding that it will be sold with the City retaining an easement on the entire parcel for future maintenance and utility needs. The parcel has a tax value of $1,125 which will be the minimum starting bid. The City is authorized by North Carolina General Statute ? 160A-268 to declare the parcel surplus and authorize sale of the property by sealed bid process.


Issues/Analysis:
