Executive Summary:
The City of Fayetteville is a recipient of Community Development Block Grant and Home Investment Partnership Grant funds from the United States Department of Housing and Urban Development (HUD). In accordance with the National Environmental Policy Act of 1969, the Council on Environmental Quality Regulations and in accordance with 24 CFR Part 58, the City of Fayetteville the must designate a Certifying Officer for the Department of Housing and Urban Development Environmental Review Procedures.
Background:
The purpose of the environmental review process is to analyze the effect a proposed project will have on the people and the natural environment within a designated project area and the effect the material and social environment may have on a project. Grantees who receive CDBG funds are considered responsible entities and must complete an environmental review of all projects and activities prior to obligating CDBG funds. This requirement also applies to projects funded with CDBG generated income.
Issues/Analysis:
Each responsible entity must prepare and maintain a written record of the environmental review undertaken for each project.
