Executive Summary:

Council is asked to adopt a resolution to authorize a municipal agreement with the North Carolina Department of Transportation (NCDOT) to support a roadway improvement project along Raeford Road from west of Hampton Oaks Drive to east of Fairway Drive.  The project includes the installation of median islands, traffic signal upgrades, pedestrian traffic signals, resurfacing, drainage, and new pavement markings. The City will fund 50% of the costs to install the sidewalks and 100% of the costs to install the bus stop pads and drainage upgrades.

 

Capital Project Ordinance Amendment (CPOA) 2018-41 will appropriate a $316,677 General Fund transfer to increase the Municipal Agreement project budget to provide a total of $391,230 for the projected cost of the sidewalk construction. Budget Ordinance Amendment (BOA) 2018-17 will appropriate $78,334 from Stormwater Management Fund net assets to provide the funds to be transferred for the cost of the drainage improvements which are proposed to be appropriated in CPOA 2018-42.

 

 

 

 

Background: 

NCDOT has scheduled construction of Transportation Improvement Project (TIP) U-4405 for roadway improvements along Raeford Road from west of Hampton Oaks Drive to east of Fairway Drive. The City requested that the project include installation of sidewalks along both sides of Raeford Road, 40 bus stop pads and upgrades to the drainage system.

 

The proposed municipal agreement from the NCDOT was received on January 02, 2018, estimating the cost to the City for the sidewalks at $391,230. The City will also be responsible for estimated costs to install stormwater drainage improvements and bus stop pads in the amounts of $78,334 and $40,196, respectively. The construction cost for the bus pads are proposed to be funded through existing project appropriations designated for sidewalks.

 

The City’s total projected share of the project is $509,760, including $391,230 for installation of sidewalk, $78,334 for stormwater drainage improvements, and $40,196 for installation of bus stop pads.

 

 

Issues/Analysis: 

NCDOT requires participation from the City for the betterment items that are requested to be added to their project. This participation is outlined in the municipal agreement.

 

 

Budget Impact: 

FY18 General Fund budget included funding for the City’s share of the municipal agreement for the sidewalks for this project. 

 

Budget Ordinance Amendment 2018-17 will appropriate $78,334 of Stormwater Management Fund net assets to fund the drainage improvements.  A total of $105,000 was estimated for this project with the current proposed update of the Capital Improvement Plan.

 

 

Options

1)  Adopt BOA 2018-17, CPOA 2018-41, CPOA 2018-42 and the resolution authorizing the City Manager to execute the municipal agreement as presented.

2)  Do not adopt BOA 2018-17, CPOA 2018-41, CPOA 2018-42 or the resolution and provide further direction to staff.

 

 

 

Recommended Action: 

Staff recommends that Council move to adopt the resolution authorizing the City Manager to execute the municipal agreement, BOA 2018-17, CPOA 2018-41 and CPOA 2018-42 as presented.
