Executive Summary:

NCDOT is constructing the Fayetteville Outer Loop and the City has requested enhanced landscaping at key interchanges. At the August 1, 2017 Gateway Committee meeting, NCDOT provided various beautification options and again at the February 6, 2018 Gateway Committee meeting. At its February 6, 2018 meeting, the Gateway Committee chose the interchanges of Ramsey Street, Murchison Road, and Bragg Boulevard as the locations for an enhanced level of landscaping.  NCDOT is requesting approval of a resolution that commits the City to provide ongoing maintenance upon completion of the heightened landscaping improvements.

 

Background: 

NCDOT is constructing the Fayetteville Outer Loop and the City has requested enhanced landscaping after completion of the roadway construction project.  NCDOT has made presentations to the Gateway Committee on August 1, 2017 and on February 6, 2018 outlining heightened landscaping options for the interchanges.  NCDOT has approximately $1.3 million in funding to install additional landscaping, however the City must commit to provide maintenance for the locations where the enhanced landscaping is constructed.  The Gateway Committee has determined that the interchanges at Ramsey Street, Murchison Road, and Bragg Boulevard should receive enhanced landscaping based on the proposals provided by NCDOT. To receive the funding for the higher level landscaping, the City must commit to providing future maintenance for the identified interchanges.

 

 

 

 

Issues/Analysis: 

In order to provide a heightened level of landscaping along the Outer Loop at the Ramsey Street, Murchison Road, and Bragg Boulevard interchanges, NCDOT is requiring City Council to provide a resolution for the ongoing maintenance of the landscaping.  Once the resolution is approved, NCDOT will begin the scoping and design process for the heightened landscaping project.

 

 

Budget Impact: 

There will be future costs associated with enhanced landscaping including ongoing maintenance and necessary irrigation.  These future costs will be determined as the design moves toward completion.  Staff will be presenting cost estimates to the Gateway Committee on March 6th for a recommendation.  No funding has been identified at this time for the initial irrigation system or the ongoing maintenance cost.  Council can consider utilizing expanded internal resources or outsourcing the ongoing maintenance obligation.  (no cost estimate is available at the time of publishing this CCAM.
