Executive Summary:
Budget Ordinance Amendment 2018-21 will appropriate $35,000 into the General Fund from fund balance restricted for the County Recreation District to fund a share of the costs required for normal wear and tear repairs at the Reid Ross Classical School track and field facility. The City's fiscal year 2018 operating budget for the Parks and Recreation Department included a $35,000 appropriation for this project. Capital Project Ordinance 2018-34 will increase that appropriation to provide a $70,000 capital project budget.


Background:
The track located at Reid Ross Classical School is a City-owned facility. Use of this facility is shared by Cumberland County Schools and City Parks and Recreation, and many track and field meets are hosted at the facility. The existing rubberized surface is significantly worn in many areas of the running track. There are also worn areas and water retainage where field events are held.

A proposal was received from Advantage Sports, Inc., on January 16, 2018, to resurface and reline the running track. The proposal includes repairs for failing and sinking drainage areas in, on, or directly adjacent to the running track area, to include field events and pads, etc.

On February 16, 2018, Cumberland County staff provided approval to share in the costs of the repairs up to $35,000 from County Recreation District fund balance.
