Executive Summary:
In March 2016 voters approved a $35M Parks & Recreation Bond Referendum. Included in the list of approved bond projects was a Western and Eastern Senior Center. The Council established an initial budget of $5 million for the construction of each center. After reviewing two Schematic Designs ("SD") options estimated to be within the funding allocated on April 19, the Committee directed that another SD be created based on a budget of $7 million for review on May 3. The Committee's recommendation will be distributed on May 4.


Background:
The Parks & Recreation Bond Referendum included a Western Senior Center, for construction in FY18. City staff identified a lake-front parcel along the bank of Lake Rim for potential placement of this project. The parcel, owned by the North Carolina Wildlife Resources Commission (NCWRC), has been leased to the City for 30 years.

The schematic design for this facility was created by HH Architecture, in cooperation with City Staff. Staff solicited input from various Senior Citizen clubs through meetings, from the Senior Citizens Advisory Commission, and from the City Council Parks & Recreation Bond Committee. MetCon Construction, the firm selected to serve as the Construction Manager at Risk for the project, has prepared cost estimates and value engineering options for alternative SD's developed.


Issues/Analysis:
