Executive Summary:
Cumberland County has requested that the City of Fayetteville deed to them the City's interest in a parcel of land located off of Hay Street which is now being utilized as a portion of the Highsmith Rainey Hospital parking lot. The County currently owns four of the surrounding parcels that make up the parking lot and are conveying those to Cape Fear Valley Hospital System. At the March 19, 2018 Board of Commissioners meeting, the County approved the resolution to request that the City deed the parcel owned by them to the county so that it may be included in the transfer.


Background:
Cumberland County has requested that the City of Fayetteville convey a parcel to them so that they may transfer the property to Cape Fear Valley Hospital System. The City received the property in 1967 and it is currently being utilized as a portion of the parking lot of Highsmith Rainey Hospital. The parking lot in question is made up of 6 parcels. Cape Fear Valley Hospital System owns one of the parcels which the County previously conveyed to them in a 2006 transfer. Four of the parcels are currently in County ownership and one in City ownership. The County intends on transferring the four parcels in their name to Cape Fear Valley Hospital System and has asked that the City transfer our parcel to the County so that it may be included in the transaction. This transaction is allowed by North Carolina General Statue and would enable the entire parking lot to then be in one owner's name, Cape Fear Valley Hospital System.
