Executive Summary:

The Federal Transit Administration (FTA) has approved grant budget revisions that will enable the City to expend remaining grant funds and proceed toward closing out the following grants: NC-2016-030, NC-90-X592 and NC-90-X567.  Three Capital Project Ordinance Amendments (CPOAs) are necessary to adjust local grant match funding sources due to transfers from grant line items for which the federal funding shares were 83% to 85% to new line items for which the federal funding share is 80%, and also to line items for which matching funds from the North Carolina Department of Transportation (NCDOT) have not been approved.  In total, the CPOAs will appropriate an additional $1,627 in City funds for grant matches, while the total federal amount remains the same.

 

Background: 

Council approved Capital Project Ordinance 2016-8 on August 10, 2015 to appropriate funds from FTA grant NC-90-X592 for a variety of capital expenditures, including the purchase of expansion and replacement vehicles, associated capital maintenance items, equipment, bus stops, shelters and benches and related sidewalk construction, and the refurbishment of the Cross Creek Mall Transit Center.  The transfer of funds within this grant will result in an increase in the total non-federal match of $583, reflecting an increase in City funding required of $1,544 offset by a reduction in NCDOT funding of $961.

 

Council approved Capital Project Ordinance 2015-26 on May 26, 2015 to appropriate FTA grant funds under NC-90-X567 for the purchase of bus shelters, buses and related equipment. The reallocation of funds within this grant will result in an increase in the City’s local share of $38.

 

Council approved Capital Project Ordinance 2017-14 on September 12, 2016 to appropriate funds for FTA grant NC-2016-030 for the purchase of replacement vehicles, fare boxes, associated capital maintenance items, maintenance equipment, paratransit scheduling software, bus stop shelters and installation costs, and furniture and equipment for the transit center. The reallocation of funds within this grant will result in an increase in the non-federal match of $22, with an increase in the City’s local share of $45 offset by a reduction in the NCDOT share of $23.

 

FTA has approved the requested budget revisions. The bus purchases funded by these grants have been completed as planned.  Without these amendments, the federal funding remaining in the bus line items will remain unspent and have to be returned to the U.S Treasury.  Funds transferred within NC-90-X567 and NC-90-X592 will be used to purchase bus shelters.  Funds transferred within NC-2016-030 will be used for the purchase of furniture and appliances for the new Transit Center that have been partially funded through the operating budget.

 

 

Issues/Analysis: 

None

 

 

Budget Impact: 

The three Capital Project Ordinance Amendments will require additional local funds totaling $1,627.  Sufficient uncommitted funds are currently available in the Transit Capital Fund to provide for the needed grant match funding.

 

 

Options

1) Adopt Capital Project Ordinance Amendments 2018-57, 2018-58 and 2018-59 to support the amended Transit grants as presented.

2) Do not approve the grant amendments or the capital project ordinance amendments and provide further direction to staff.

 

 

Recommended Action: 

Staff recommends that Council move to adopt Capital Project Ordinance Amendments 2018-57, 2018-58 and 2018-59 as presented.
