Objective C: To improve mobility and connectivity by investing in traffic flow strategies, sidewalks, trails and bike lanes.

 

Executive Summary:

The City has been selected to participate in a program through the North Carolina Department of Transportation (NCDOT), Division of Bicycle and Pedestrian Transportation (DBPT) which provides matching funds for the development of comprehensive bicycle plans.  City Council is asked to adopt a resolution authorizing the City Manager to execute a municipal agreement committing the City to fund its 50% share of the total estimated project cost of $190,000, and to adopt Capital Project Ordinance (CPO) 2018-35 to appropriate a $95,000 transfer from the General Fund for this project.

 

 

Background: 

City Council’s adopted FY2017 Strategic Plan included a Target for Action to seek an alternative funding source for a bicycle master plan.  To meet this direction, staff researched opportunities and learned that the NCDOT was accepting grant applications for pedestrian and bicycle planning studies.  On October 24, 2016, Council approved Resolution 2016-067 authorizing an application for funding through the NCDOT Bicycle and Pedestrian Planning Grant Initiative.  On March 1, 2017, staff received notification that the grant submission was not selected for funding.  Staff reapplied for funding following Council approval of Resolution 2017-067 at their October 23, 2017 regular meeting.  On March 14, 2018, staff received notification that the grant submission had been selected for funding by the NCDOT Division of Bicycle and Pedestrian Transportation.

 

The Comprehensive Bicycle Plan will be an integral part of developing and executing a more complete bicycle transportation system and will guide local and state efforts to improve conditions for bicyclists and other users of our transportation network.  The results will assist the City to develop construction project priorities, recommend positive changes to local policies and guidelines, develop awareness initiatives, and identify opportunities for the implementation of education, enforcement and safety programs.  This plan will also complement the recently completed Comprehensive Pedestrian Plan to provide enhanced opportunities for both modes of transportation.

 

The Comprehensive Bicycle Plan will be developed by NCDOT in coordination with City of Fayetteville staff.  The total estimated project cost is $190,000, with a required City funding match of $95,000 to be submitted to the NCDOT upon execution of the municipal agreement.

 

 

Issues/Analysis: 

NCDOT requires a resolution of the Council to move forward with the execution of the municipal agreement to initiate development of the Comprehensive Bicycle Plan.

 

 

Budget Impact: 

The adopted General Fund budget for fiscal year 2017-2018 included funding for the $95,000 local match for this project.

 

 

Options

                     Adopt the resolution authorizing the City Manager to execute the Municipal Agreement #7871 for the Comprehensive Bicycle Plan and also adopt CPO 2018-35 to provide the required funding.

                     Do not adopt the resolution or the CPO and provide further direction to staff.

 

 

 

Recommended Action: 

Staff recommends that Council move to adopt the resolution authorizing the City Manager to execute Municipal Agreement #7871 for the Comprehensive Bicycle Plan and also adopt Capital Project Ordinance 2018-35 as presented.
