Executive Summary:
Council directed staff to explore ways to accelerate the Stormwater CIP program to complete projects faster. Staff retained a consulting firm, Raftelis, to perform a high level study to explore the potential impacts of a rate fee. Raftelis will present the results of that study to allow Council to make a decision on a rate fee increase for Fiscal Year 2019.
