Executive Summary:

Council is asked to adopt Special Revenue Project Ordinances (SROs) 2018-16, 2018-17 and 2018-18 to appropriate a total of $4,554,593 of Federal and State funding through the Hazard Mitigation Grant Program (HMGP) for the following projects:

                     Project 4285-0035-R to elevate three residential properties ($318,308)

                     Project 4285-0066 for mitigation reconstruction of three residential structures ($372,479)

                     Project 4285-0036-R for the acquisition and demolition of 26 residential structures ($3,863,806)

 

 

Background: 

The City of Fayetteville is receiving Hazard Mitigation Grant Program (HMGP) allocations of $4,554,593 from the Federal Emergency Management Agency (FEMA) through the State of North Carolina Department of Public Safety, Division of Emergency Management (NCEM) as a result of damage caused by Hurricane Matthew. The grant allocations are for 32 properties that met the criteria and are eligible to be funded under HMGP and can be accommodated under this cap.  FEMA will provide 75% of the funding, or $3,415,945, and the State of North Carolina will provide the required 25% matching funds, or $1,138,648.

 

NCEM completed its analysis of nearly 3,000 structures submitted statewide for potential mitigation throughout the Hurricane Matthew disaster zone for consideration for the HMGP. Just under 800 properties qualified for the program throughout the impacted area based on availability of funding and eligibility criteria. 

 

 

 

Issues/Analysis: 

The HMGP funding is an additional area of FEMA assistance beyond the initial recovery funding. This does not mean that the unsuccessful applicants did not receive other recovery assistance.  The State of NC has also identified an additional $6.1 million in Community Development Block Grant Disaster Recovery (CDBG-DR) funding to be used for HMGP that will be allocated to Cumberland County in the coming months.

 

 

Budget Impact: 

There is no impact to the General Fund as no local match is required.

 

 

Options

1)                     Adopt Special Revenue Fund Project Ordinances 2018-16, 2018-17 and 2018-18 to allow for the hazard mitigation projects to proceed.

2)                     Do not adopt the Special Revenue Fund Project Ordinances and provide additional direction to staff.

 

 

 

Recommended Action: 

Staff recommends that Council move to adopt Special Revenue Fund Project Ordinances 2018-16, 2018-17 and 2018-18 as presented.
