Executive Summary:

The City of Fayetteville has been awarded a grant for the Blount’s Creek Trail, Phase III, from the North Carolina Department of Natural and Cultural Resources (NCNCR) in the amount of $75,000. This is a federal grant from the Department of Transportation passed thru the NCNCR. Staff is seeking authorization to accept the grant award and adoption of Capital Project Ordinance 2018-36 to appropriate the grant funding and the required local match of $18,750 of in-kind labor costs.

 

 

Background: 

On October 19, 2015, NCNCR awarded the City of Fayetteville with the 2015 federal Recreational Trails Program Grant. The 2015 grant award of $75,000 will support the planning, design, engineering, permitting, environmental compliance study and construction costs of Phase III of the Blount’s Creek Trail. The required local in-kind match of $18,750 will be provided by personnel costs for equipment operators, a landscape architect, a landscape technician, landscape workers, tree care technicians and a tree care supervisor, and administrative services provided by a management analyst and an office assistant. The total amount to be appropriated in Capital Project Ordinance 2018-36 is $93,750. 

 

 

The Blount’s Creek Trail will eventually connect to the Linear Park Trail. Phase III of the trail will start at Kennedy Street near the intersection with Person Street. It will run parallel to the creek along N. Kennedy Street to Hawley Lane, continuing along Hawley Lane to N. Cool Spring Street, ending on N. Cool Spring Street past the intersection with Meeting Street.

 

Blount’s Creek Trail was created as part of the overall revitalization with the City’s Hope VI project.

Budget Impact: 

The required local match of $18,750 will be provided by in-kind costs for Parks and Recreation staff.

 

 

Options

1. Adopt Capital Project Ordinance 2018-36 to fund Phase III of the Blount’s Creek Trail project.

2. Do not adopt Capital Project Ordinance 2018-36 and provide additional direction to staff.

 

 

Recommended Action: 

Staff recommends that Council move to adopt Capital Project Ordinance 2018-36, as presented.
