Executive Summary:
Bids were received for the contract for the first phase of the roadway improvements at Legend Ave. The recommended lowest responsive, responsible bidder is Highland Paving, Fayetteville, NC, in the total amount of $694,721.


Background:
The roadway improvements at Legend Ave were identified and approved as part of the Capital Improvements Program. Due to right-of-way and easement issues related to the connection nearest to Skibo Rd, the project was re-designed and split into two separate phases so construction could begin on the section intersecting Sycamore Dairy Rd. This particular phase will provide street widening, sidewalks, wet pond and associated infrastructure at the intersection approach to Sycamore Dairy Rd. The contract was originally advertised for bids on April 16, 2018 with bids due on May 17, 2018. Only two bids were received and the contract had to be re-advertised.

Bids were received on May 30, 2018 as follows:

Billy Bill Grading, Fayetteville, NC $ 1,213,297.59

The design for the remainder of the project is expected to be completed by July, 2018, with the project construction expected to be advertised for bid in September, 2018, and project completion is expected in late spring / early summer, 2019.


Issues/Analysis:
Bids were received from three contractors as outlined above. The lowest bidder, Highland Paving, is recommended.
