Relationship To Strategic Plan:

The Fayetteville City Council’s strategic plan is a guide for high performing governance.

 

 

Executive Summary:

The City Council finds that high performance and government innovation is grounded in transparency and accountability which are critical in the public sector for the effective and credible functioning of a healthy democracy, and in fulfilling the government’s responsibility to citizens and taxpayers. Transparent and reliable reporting serve to promote accountability, enhance the effectiveness of government services to its citizens, and increase the public’s confidence in their government.  The Mayor, City Council, and staff share a duty to ensure that the actions of public officials, employees, contractors, and volunteers of the City are carried out in the most responsible manner possible and that city policy, budgets, goals, and objectives are fully implemented. The attached resolution affirms the City Council commitment to high performance, government innovation and transparency and accountability, providing a foundation for the organizational culture.

 

Embracing the culture, the City of Fayetteville was recently named the most innovative city in the country, according to a new report from Governing in collaboration with the nonprofit Living Cities. The attached report details the recognition.

 

Additionally, the City recently launched the transparency and accountability web page providing greater transparency of its public service operations, and through the information provided therein, will enable the public to more fully understand and scrutinize the level of the public services it receives, and will empower the public with information to help improve the ways in which the City conducts the public’s business.

 

Background: 

Equipt to Innovate is a joint initiative launched by Living Cities and Governing magazine. It is an integrated, collaborative framework anchored in seven key characteristics of high-performance government - being dynamically planned, broadly partnered, resident-involved, race-informed, smartly resourced, employee-engaged and data-driven. Seventy-four cities participated in the 2018. Equipt cities represent 53 million residents, including 55 of the 100 largest U.S. cities and all 10 of the largest U.S. cities.

Fayetteville was named a top or high performer in six of the seven areas: dynamically planned, broadly partnered, resident-involved, race-informed, smartly resourced and employee-engaged as well as being named the top performer overall.
