Executive Summary:
Budget Ordinance Amendment (BOA) 2018-24 will appropriate $300,000 from Stormwater Management Fund net assets to transfer to the FY2018 stormwater drainage improvement projects through Capital Project Ordinance Amendment (CPOA) 2018-69 to provide funding for the first phase of stormwater system replacement at the Market House as part of the Public Works Commission (PWC) Market House Project.
Background:
The Market House Project is a PWC project along Person Street and Green Street. The project limits include the intersection of Hay Street, Gillespie Street, Person Street, and Green Street around the Market House. The PWC project is designed to replace aging drinking water pipes in the area around the Market House. PWC will include the stormwater infrastructure work in a larger contract to replace water infrastructure in the same area. Performing the work as part of the PWC contract will save money for the City and reduce disruption to the downtown area.
The appropriation of $300,000 will provide funding for the engineering design of the stormwater replacement and perform the construction of a portion of the stormwater system on the Gillespie Street side of the Market House. The remaining portions of the system, along Hay Street, Person Street, and Green Street will be programmed into the Capital Improvement Plan for construction during FY2019.
Issues/Analysis:
This portion of the work includes pipes that are separated and misaligned. If the work is not completed now, the aging stormwater system may fail and require emergency repair with little warning. The City intends to leverage the resources in place for the PWC project to complete this work while crews are mobilized, vibration monitoring devices for historic building are in place, and traffic control plans have been established in coordination with the downtown businesses.
Budget Impact:
Budget Ordinance Amendment 2018-24 will appropriate $300,000 from Stormwater Management Fund net assets for the transfer to the capital project.
Options:
• Adopt BOA 2018-24 and CPOA 2018-69 to allow for the completion of Phase I of the Market House drainage improvements project.
• Do not adopt BOA 2018-24 or CPOA 2018-69 and provide further direction to staff.
Recommended Action:
Staff recommends that Council move to adopt BOA 2018-24 and CPOA 2018-69 as presented.
