Executive Summary:
The North Carolina Department of Transportation (NCDOT) has proposed two municipal agreements to continue contracting with the City to perform maintenance of state-owned traffic signals and associated hardware, and to operate and maintain the computerized traffic signal system for state-owned signal locations within the City. The municipal maintenance agreements outline the scope of services and reimbursement levels for these maintenance activities. The FY2019 adopted budget for the General Fund reflects anticipated expenditures and revenues for the proposed municipal agreements. Council is asked to adopt a resolution authorizing execution of the two agreements by the City Manager.
Background:
Historically, the City has contracted to maintain traffic signals and associated hardware for signals owned by the NCDOT that are included in the city-wide computerized traffic signal system. The signals in the system are comprised of NCDOT owned signals (86%) and City of Fayetteville owned signals (14%). NCDOT reimburses the City of Fayetteville for all maintenance activities performed by City staff on NCDOT signals.
The current municipal agreements for these maintenance activities expired on June 30, 2018. The NCDOT has proposed new municipal agreements to contract for these maintenance activities through June 30, 2019, with options for four additional one year extensions if agreed to by the City of Fayetteville and NCDOT.
The proposed agreements for traffic signal hardware maintenance (Schedule C) and maintenance and operation of the computerized traffic signal system (Schedule D) itemize specific reimbursement amounts for various activities and include not to exceed limits of $250,000 and $150,000 respectively.
Issues/Analysis:
It is necessary to approve the resolution authorizing the execution of the municipal agreements for City staff to perform maintenance operations on NCDOT traffic signals and the city-wide computerized traffic signal system.
Budget Impact:
Expenditures incurred by the City of Fayetteville to perform the maintenance activities will be reimbursed by NCDOT. The revenues and expenditures for the municipal agreements are included in the FY2019 budget adopted by Council June 11, 2018.
Options:
1. Adopt the resolution authorizing the City Manager to execute the municipal agreements.
2. Do not adopt the resolution and provide further direction to staff.
Recommended Action:
Staff recommends that Council move to adopt the resolution authorizing the City Manager to execute the municipal agreements to perform maintenance operations on NCDOT traffic signals and the city-wide computerized traffic signal system as presented.
