Executive Summary:

Council is asked to adopt Capital Project Ordinance Amendment (CPOA) 2019-13 to appropriate $89,959 of revenue from payments-in-lieu-of resurfacing to the FY2019 Street Resurfacing Project.

 

Council is also requested to authorize the execution of a contract for Resurface Various Streets, 2019 - Phase l. The contract is recommended to be awarded to Highland Paving Co LLC, Fayetteville, NC, the lowest responsive, responsible bidder.

 

 

Background: 

Capital Project Ordinance Amendment (CPOA) 2019-13 will appropriate $89,959 of revenues from payments-in-lieu-of resurfacing that have been collected from utility companies in accordance with provisions set forth in Chapter 24, Article II, Section 24-72 of the City Code of Ordinances. Under this ordinance, utility companies whose work within a City street degrades pavement to the extent that it meets resurfacing requirements have the option to make a payment in lieu of performing the required resurfacing. 

 

The Resurface Various Streets, 2019 - Phase I contract primarily consists of: resurfacing 23 streets (approximately 9.14 miles), and milling and resurfacing three streets (approximately 1.07 miles). The work includes, but is not limited to, removing and replacing curb and gutter, installing and retrofitting handicap ramps, utility adjustments, milling, cutting out and patching areas, placing leveling and overlay courses, and replacement of pavement markings.

 

The project was first advertised for bids to be opened on June 06, 2018; however, only two bids were received. In accordance with North Carolina General Statutes which require three bids in order to open the first advertisement, the project was re-advertised and bids were opened on June 28, 2018. Bids received are as follows:

            $2,375,082.25                     Barnhill Contracting Company, Fayetteville, NC

            $2,257,759.80                     Highland Paving, Co., LLC, Fayetteville, NC

 

Highland Paving Co LLC, will be utilizing minority subcontractors for 10% of the work on this project.

 

 

Issues/Analysis: 

None

 

 

Budget Impact: 

The adopted FY 19 Budget included $4,275,000 for resurfacing.  The proposed CPOA appropriates an additional $89,959 from payments received in lieu of resurfacing for a:

 

Total Appropriation:                                                               $4,363,959

Recommended Contract:                                          $2,257,759.80

 

Remaining funds after the completion of this phase will be used to fund a phase II resurfacing package in the spring.

 

 

Options

1)                     Adopt CPOA 2019-13 and authorize the award and execution of the contract by the City Manager as recommended by staff.

2)                     Do not adopt CPOA 2019-13 or award the contract and provide further direction to staff.

 

 

 

Recommended Action: 

Staff recommends that Council move to adopt CPOA 2019-13, approve the contract award and authorize the City Manager to execute the contract for Resurface Various Streets, 2019 - Phase I with the lowest responsive, responsible bidder, Highland Paving Co LLC, Fayetteville, NC in the total amount of $2,257,759.80 as presented.
