Executive Summary:

Capital Project Ordinance Amendments (CPOAs) 2019-14, 2019-15 and 2019-16 will reallocate $32,160 of funds remaining from completed municipal agreement projects for landscaping and irrigation on Legion Road ($13,180) and Camden Road ($18,980) to increase the project appropriation for the Parking Lot Resurfacing Project.  The funds are needed to complete the planned resurfacing of the Kiwanis Recreation Center parking lot and provide for a contingency should contract costs exceed current estimates. 

 

Background: 

Two capital project ordinances (CPOs) for irrigation and landscaping municipal agreements for Legion Road (CPO 2017-18) and the round-about at Camden and Cumberland Roads (CPO 2017-42) have been completed.  The North Carolina Department of Transportation (NCDOT) completed the projects below the initial contract estimates and has refunded excess contract funding to the City.  As a result, $32,160 of funds previously transferred from the General Fund is available for appropriation. 

 

Funds remaining in the parking lot resurfacing project at the end of fiscal year 2018 fell short of staff estimates due to costs associated with the resurfacing of the parking lot at Fascinate-U Children’s Museum.  Staff is requesting that Council authorize the reallocation of the $32,160 of available funding from the two municipal agreement projects to the parking lot resurfacing project.  This funding will provide $26,305 needed to fund the staff estimated cost of $71,800 for the resurfacing of the Kiwanis Recreation Center parking lot as planned in FY2019 and provide a small balance of $5,855 for contingency funding for overruns or other future resurfacing projects. 

 

 

Issues/Analysis: 

None.

 

 

Budget Impact: 

There is no impact to the current General Fund operating budget as these CPOAs are reallocating funds previously transferred from the General Fund between capital project appropriations.

 

 

Options

1.                     Adopt CPOAs 2019-14, 2019-15 and 2019-16.

2.                     Do not adopt CPOAs 2019-14, 2019-15 and 2019-16 and provide further direction to staff.

 

 

 

Recommended Action: 

Staff recommends that Council move to adopt Capital Project Ordinance Amendments 2019-14, 2019-15 and 2019-16 as presented.
