Executive Summary:
To authorize Jay Toland, Acting Chief Financial Officer, as the Primary Agent and Brenda Powell, Financial Reporting Manager, as the Secondary Agent to execute and file applications for State and/or Federal assistance on behalf of the City of Fayetteville. The above named agents will be authorized to act for the City in all matters with the State of North Carolina and the Federal Emergency Management Agency pertaining to disaster assistance.


Background:
Due to the impact of Hurricane Matthew, the City has incurred significant damage and made momentous strides in repairing the areas of the City that were impacted. The City has accomplished this through Federal and State funding awarded in the form of numerous disaster recovery grants. These grants were acquired through application and required Governing Body Resolution to authorize Primary and Secondary Agents to complete these applications and execute all related grant awards. This resolution was completed at the City Council Meeting on November 28, 2016.


Issues/Analysis:
Primary and Secondary Agents currently authorized for the City are Ray Oxendine, Treasurer, and Cheryl Spivey, former Chief Financial Officer. As neither of these agents are presently involved in Hurricane Matthew disaster recovery efforts, there is necessity to change Agents in order to remain in compliance with the NC Dept. of Public Safety and the Federal Emergency Management Agency.
