Executive Summary:

The City of Fayetteville has a project underway to resurface and reline the running track located at Reid Ross Classical School.  It has been discovered that the drainage pipes under the track are failing and unanticipated repairs are required to manage storm water drainage at the site.  The track is used for Fayetteville-Cumberland Parks and Recreation’s track programs and competitions and also for school system track meets. The Cumberland County Board of Education has agreed to contribute $30,000 to help fund these repairs.  Capital Project Ordinance Amendment (CPOA) 2018-21 will appropriate the contribution and increase the project budget to $100,000.

 

Background: 

On March 18, 2018, City Council approved the appropriation of $35,000 of City funds and $35,000 of Cumberland County Recreation District funds for a project to resurface the running track at Reid Ross Classical School.  The track is a City-owned facility with shared use for many track and field events for Cumberland County schools as well. 

 

The City of Fayetteville has a long-standing history of successful operation of recreational activities, both on City/County owned recreation properties and on Cumberland County Board of Education property. Decades of partnership between the two organizations have been made possible through an Interlocal Agreement. This agreement benefits both parties mutually and allows for greater services to be provided for community members. The Interlocal Agreement also allows for the least possible expenditure of public funds for both the City of Fayetteville and the Cumberland County Board of Education, thus extending tax payer dollars.

 

While preparing the site for the planned track repairs, it has been discovered that the pipe system under the track is failing and concrete work will be required surrounding the track to improve storm drainage flow.  Repair of the site drainage infrastructure is required in advance of the resurfacing to ensure optimal performance of the new surface and to mitigate future degradation and erosion.  

 

The Cumberland County Board of Education recognizes the potential benefit of the repairs to the running track for students.  As such, the Cumberland County Board of Education has committed to a $30,000 contribution for the cost of the track repairs.

 

 

Issues/Analysis: 

If the repairs are not made the track may be deemed inoperable, which would prevent scheduling of future track and field events, for both City Parks and Recreation and Cumberland County Schools.

 

 

Budget Impact: 

The FY19 Budget included $70,000 for this project.  The new estimated cost of the project is $100,000.  The Cumberland County Board of Education has agreed to fund the additional $30,000 needed for the repairs.  The attached CPOA appropriates the $30,000 in revenue from the County.  No additional General Fund dollars are needed.

 

 

Options

1) Adopt Capital Project Ordinance Amendment 2019-18 to appropriate the $30,000 contribution from the Cumberland County Board of Education to assist with the repair of the Reid Ross Classical School track.

2) Do not adopt Capital Project Ordinance Amendment 2019-18 and provide further direction to staff.

 

 

Recommended Action: 

Staff recommends that Council move to adopt Capital Project Ordinance Amendment 2019-18 as presented to appropriate the funding to be provided by the Cumberland County Board of Education for the Reid Ross track repair.
