Executive Summary:
The City of Fayetteville is purchasing two pool covers to be placed at the Keith A. Bates Sr. Aquatic Center, adjacent to the College Lakes Recreation Center, and at the Westover Family Aquatic Center, adjacent to the Westover Recreation Center. Covers will allow year-round use of these facilities. The Cumberland County Board of Education has agreed to contribute $43,000 to the capital funding for this purchase in lieu of paying annual operation costs. No Council action is needed to accept this unbudgeted contribution.


Background:
The City of Fayetteville has a long-standing history of successful operation of recreational activities, both on City/County owned recreation properties and on Cumberland County Board of Education property. Decades of partnership between the two organizations have been made possible through an Interlocal Agreement. This agreement benefits both parties mutually and allows for greater services to be provided for community members.

In addition to being able to provide greater services for community members by utilizing both City of Fayetteville property and Cumberland County Board of Education property for recreational activities and services, this agreement assists both organizations in ensuring a duplication of efforts to serve the community is not made. The Interlocal Agreement, also allows for the least possible expenditure of public funds for both the City of Fayetteville and the Cumberland County Board of Education, thus extending tax payer dollars.
