Executive Summary:
Capital Project Ordinance 2019-16 will appropriate $106,531 of federal grant funds, awarded by the U.S. Department of Justice, for the FY17 Edward Byrne Memorial Justice Assistance Grant (JAG) Program. No local match is required. The grant provides $65,000 for a training simulator system, $39,800 for 6 portable fingerprint reader systems, and $1,731 for camera equipment.
Background:
As the fiscal agent for the grant, Cumberland County submitted an application to the U.S. Department of Justice on behalf of the County and City. The total amount of the award is $145,743, allocated to the County and City in the amounts of $39,212 and $106,531, respectively.
The Fayetteville Police Department will use the City's portion of the grant award for the purchase, installation and maintenance of a training simulator system and 6 portable fingerprint reader systems. Camera equipment for use by crime prevention personnel will also be funded by this grant. These purchases will provide more efficient policing, improve crime investigation, and enhance crime prevention.

Budget Impact:
There is no impact to the General Fund as no local match is required.
Options:
1) Adopt Capital Project Ordinance 2019-16 to appropriate the grant proceeds.
2) Do not adopt Capital Project Ordinance 2019-16 and provide direction to staff.
Recommended Action:
Staff recommends that Council move to adopt Capital Project Ordinance 2019-16 as presented.
