Executive Summary:

The North Carolina Department of Transportation (NCDOT) has proposed two municipal agreements to continue contracting with the City to perform street sweeping and mowing along state-owned roadways within the City.

 

The municipal agreements outline the scopes of service and reimbursement levels for these maintenance activities.  The FY2019 adopted budget reflects anticipated expenditures and revenues for the proposed municipal agreements for the General Fund and Stormwater Fund.  Council is asked to adopt resolutions authorizing execution of the two agreements by the City Manager.  

 

Background: 

Historically, the NCDOT has contracted with the City to sweep and mow along roadways, inside the city limits, owned by the NCDOT.

 

The NCDOT has proposed two new municipal agreements to contract for these activities for one-year from the date of the agreement.  The agreements include options for up to four one-year extension options.  The mowing and sweeping will be performed on the routes as outlined in Attachment A to each agreement and the reimbursement levels are outlined in Attachment B to each agreement.  The routes and/or costs may be amended each year as mutually agreed to by the City and NCDOT.

 

The proposed agreements identify specific reimbursement amounts for various activities and include not-to-exceed reimbursement limits of $123,521.77 for sweeping and $128,679.10 for mowing.

 

 

Issues/Analysis: 

In order to receive payment, it is necessary for City Council to approve the resolutions authorizing the execution of the municipal agreements for the City to perform sweeping and mowing maintenance operations on NCDOT maintained roadways.

 

 

Budget Impact: 

Expenditures incurred by the City of Fayetteville to perform the maintenance activities will be reimbursed by NCDOT up to the noted limits. The projected revenues and expenditures for the municipal agreements were included in the FY2019 budget adopted by Council on June 11, 2018.

 

 

Options

1.                     Adopt the resolutions authorizing the City Manager to execute the municipal agreements.

2.                     Do not adopt the resolutions and provide further direction to staff.

 

 

 

Recommended Action: 

Staff recommends that Council move to adopt the resolutions authorizing the City Manager to execute the municipal agreements to perform sweeping and mowing maintenance operations on NCDOT roadway system as presented.
