Executive Summary:
Capital Project Ordinance 2019-18 will appropriate $73,900 of federal funding, awarded by the US Department of Justice, for the Fayetteville Police Department's National Incident Based Reporting System (NIBRS) Transition Process.


Background:
The Fayetteville Police Department (FPD) has received notice of a grant award to fund its transition from the Uniform Crime Reports (UCR) reporting system to NIBRS. NIBRS is an automated incident-based reporting system that allows agencies to collect detailed information on each crime occurrence. All US law enforcement agencies must transition from UCR to NIBRS by January 1, 2021. The transition to the NIBRS platform will allow the FPD to more readily identify patterns and trends in crime occurrences, and have a more comprehensive overview of crime statistics within the City.

The grant funding will support the purchase of $38,900 of equipment including servers, laptops and a scanner, and $35,000 of contracted information technology specialist services to assist with the technical hardware and software aspects of the system transition.

Budget Impact:
There is no impact to the General Fund as no local match is required.


Options:
1) Adopt Capital Project Ordinance 2019-18.
2) Do not adopt Capital Project Ordinance 2019-18 and provide additional direction to staff.



Recommended Action:
Staff recommends that Council move to adopt Capital Project Ordinance 2019-18 as presented.
