Executive Summary:

The City has received notification of a $15,000 grant award from the U.S. Department of Veterans Affairs through its Adaptive Sports Programs for Disabled Veterans and Disabled Members of the Armed Forces grant program.  Funding from this grant will be used to purchase equipment for the wheelchair basketball program and other Paralympic sport programs offered through Fayetteville-Cumberland Parks & Recreation (FCPR). Staff is seeking authorization to accept the grant award and Council adoption of Special Revenue Fund Project Ordinance 2019-3 to appropriate the funding.

 

Background: 

The U.S. Department of Veterans Affairs annually awards funds for programs designed to increase and expand adaptive sport opportunities for disabled veterans and disabled members of the Armed Forces at the community level. FCPR has been offering programming for these individuals for the past several years and applied for this grant to purchase additional specialty equipment for these programs.

 

Currently, FCPR operates a wheelchair basketball program, and Paralympic archery, boccia, kayaking, goalball and air gun programs.  The grant funding will support the purchase of six sport wheelchairs, basketballs and replacement tire tubes ($14,150) to allow for an increase in participation for veterans or Armed Forces members who are currently not able to participate, and two additional two boccia sets ($850).

 

 

Issues/Analysis: 

Grant terms require that the project be closed out, with all reports filed, no later than 90 days after the September 30, 2019 project period.

 

 

Budget Impact: 

There is no impact to the General Fund as there is no local match required for the grant.

 

 

Options

1) Adopt Special Revenue Fund Project Ordinance 2019-3.

2) Do not adopt Special Revenue Fund Project Ordinance 2019-3 and provide additional direction to staff.

 

 

 

Recommended Action: 

Staff recommends that Council move to adopt Special Revenue Fund Project Ordinance 2019-3 as presented.
