Executive Summary:
The U.S. Department of Housing and Urban Development (HUD) has approved the Economic and Community Development Department's 2018-2019 Annual Action Plan, as adopted by City Council on April 23, 2018. Funding was approved on August 29, 2018 and will support activities identified in the approved Annual Action Plan. Special Revenue Fund Project Ordinance Amendments 2019-1 and 2019-2 will appropriate the full amount of funding per the notice of grant award received by HUD.
Background:
On June 25, 2018 Council adopted Special Revenue Fund Project Ordinances 2019-1 and 2019-2 (now 2019-5 and 2019-6) for the partial funding of the CDBG and HOME FY2018-2019 programs until funding approval by HUD had been received. The notice of funding approval specifies the date of obligation and period of performance for the grants, with the date of obligation for the grants to begin August 29, 2018.
The original project ordinances approved by Council on June 25, 2018 have been re-numbered and are also attached for reference.
The CDBG program will be funded by a grant from HUD in the amount of $1,421,514 and anticipated program income in the amount of $170,416. Special Revenue Fund Projec...
