Executive Summary:
The North Carolina Department of Transportation (NCDOT) has proposed three municipal agreements to install plants and landscape I-295 interchanges. Initial installation and maintenance will be the responsibility of NCDOT.

The municipal agreements outline the scopes of service for these landscape improvements and installation of plantings. The City is expected to assume responsibility for all maintenance and replacement of the landscape materials.


Background:
At the Gateway, Streets, & Roads Committee meeting on September 4, 2018, Mike Tarrant, (Stewart Inc.) gave a presentation which estimated NCDOT will pay approximately $600,000 for Murchison Road, $292,000 for Ramsey Street, and $260,000 for Bragg Boulevard for the installation of landscaping and plants at these intersections along I-295. Mr. Tarrant stated the three intersections will cost an estimated total of $1,167,406.00 of the $1,300,000.00 budget. Mr. Tarrant stated that NCDOT is comfortable with the estimated cost.

At the September 4, 2018 Council Work Session, Council voted to authorize NCDOT to move ahead with the bid process for the landscaping at the I-295 intersections.



Issues/Analysis:
The agreements mandate that the City shall assume responsibility for all maintenance and replacement of the landscape material and plantings one (1) year after completion of planting.
