Executive Summary:
After a public hearing held on January 28, 2019, the Council approved the naming the plaza in front of the new minor league baseball stadium in downtown Fayetteville after former Mayor Bill Hurley. Council will be provided an opportunity to discuss options for implementing this recognition.

Background:
City Council Policy 155.4 - Naming of City Properties in Honor of Individuals (attached) states:

A. General Naming Policy:

1. Any City facility or property may be named in honor of deceased individuals only and organizations who have made significant contributions to the quality of life and the community through their achievements, leadership, service, and civic or financial donations.

2. The City Council will not consider the renaming of any City facility or property which has previously been named for an individual.

3. The City Council shall hold a public hearing before the naming or renaming of any facility or property and the public hearing shall be held in accordance with the City Council policy on public hearings.

This process was concluded on January 28 and the proposed naming was approved.



Issues/Analysis:
The City has used a few alternative methods of memorializing naming recognitions. The attached presentation provides two prominent examples. The plaza area will not be fully complete, that is all construction completed, until the spring of 2021. The potential locations for a plaque or monument are limited due to this continuing activity.
